Team Leader : Technical Assistance for Transport Sector and EU Acquis Alignment in Montenegro

It is expected that the key expert 1 (Team Leader) will perform day-to-day contract management of the project as a whole, ensuring synergy of all its components, activities and stakeholders.

Key expert 1 will be responsible for management and adequate coordination of all activities foreseen in the ToR, supervising and reporting to the Contracting Authority and to the beneficiary, as well as quality assurance of the project. The Team Leader will also have the responsibility for efficient use of the project budget and good communication with all key stakeholders of the Project. The Team Leader is also expected to provide own substantive assistance for the EU accession process and capacity building activities, including but not limited to harmonization of legislation and development of the national version of the acquis in regard to the scope of work for Result 1. Minimum required input from the expert should be 866 working days, actively working with the staff of the Beneficiary Institutions. 

 

Qualifications and skills:

  • University degree with minimum four years of studies in the following fields: law, business engineering, business administration, public administration, social science or other relevant fields, or equivalent relevant professional experience;
  • Computer literacy (word processing, spreadsheet analysis, desktop publishing, and applications related to databases are essential);
  • Fluency in the English language; local language would be an added advantage.

General professional experience:

  • Minimum 10 years of professional, post graduate experience in institutional reform and/or legislation drafting in an EU Members State, candidate or potential candidate country;
  • Experience in management on Structural funds and/or cohesion funds and/or European structural and investment (ESI) funds will be an advantage.

Specific professional experience

  • Experience as a Team Leader/Director/Main Manager, in at least 2 institutional reform projects in EU Member State and/or a candidate country;
  • Minimum 5 years of professional experience in capacity building and human resources development for candidate countries or member states administration structures, preferably within the transport sector;
  • Minimum 2 years of professional experience in national legislation harmonisation with the EU acquis, preferably within the EU integration process;
  • Experience in Montenegro would be an asset.
