Open Plan provides integrated capacity building, inclusive of review and update of regulatory/legislative frameworks, participatory set-up and implementation of institutional frameworks and governance schemes, training to public officials and seamen.

I.M.S.S.E.A. is the international branch of the Italian Merchant Marine Academy (Fondazione Accademia Italiana della Marina Mercantile).
As International sector of the above Foundation, I.M.S.S.E.A. is specialized in the training of senior specialist maritime personnel in various aspects of shipping and related fields. I.M.S.S.E.A. has been created under the auspices of IMO and is the result of the jointefforts by the Italian Ministry of Foreign Affairs and the Province of Genoa to reactivate in Italy a centre of excellence capable of providing advanced education, training and technical advice.
The Italian Coast Guard is the Italian Administration charged with search and rescue, enforcement of maritime law, safety of vessels and Maritime border control.
ITCG is military administration functionally depending on the Ministry of Infrastructure and Transport for some institutional functions (maritime safety and security; search and rescue at sea; safeguard of human life at sea; vessel traffic monitoring and information system) and from the Ministry of Agricultural Policies, for which performs both the fisheries control and surveillance (with dedicated air and naval assets and specialized personnel) and the administrative management of fishing activities and the verify of the compliance with the national and international rules.
